Nancy Zupfer Has It Right (Governor’s task force should represent children – not agencies and parents)

Star Tribune Today, Nancy’s observations that child protection protects state and county agencies, and parents and abused and negelcted children “seem to be collateral” has been my experience as a long-time volunteer guardian ad-Litem.

It has always hurt me to see the physical reality of traumatized children in yet another foster home (29 placements for one boy) or failing to make an adoption work or painfully waiting for life to improve as she sits at St Joe’s Home For Children or other short term care facility.

The problems facing these kids are real and require significant resources and thinking to improve their lives. That our complicated overwrought institutions give these kids very little voice, no rights, and protect agencies and parents over the well-being of children is a real poke in the eye to youth that have already been dragged through often unspeakable experiences (generally over years).

As our televised interviews with adoptive parents move forward, we are hearing more stories and seeing more and more examples of hammer wielding agencies using harsh and abusive tactics to protect their reputations instead of recognizing and providing for the serious issues facing families that adopt traumatized youth.
Do we value children as a community? If we did, we would have more crisis nurseries, subsidized daycare, and a more transparent and robust child protection system that focused on the needs of the child.

Newborns, Death and Drug Addiction (preventable deaths of drug-dependent babies)

Narcotic addicted babies are born every 19 minutes in America. 27,000 in 2013.

A federal law requiring hospitals to report drug addicted moms to child protection services is largely ignored. This heartbreaking series about the preventable deaths of drug-addicted babies ends includes ideas that can solve the problem. Reuters filed more than 200 Freedom of Information Act requests and reviewed almost 6000 child fatality reports to identify these cases.

Only 7 states specifically tracked referrals of newborns in drug withdrawal and only half the number of cases that were diagnosed were tracked in those states. Most states only require reporting only babies exposed to illegal drugs – but prescription drug addiction is growing to become an even larger problem.

In 2005, 598,000 emergency drug related admissions included legal pharmaceutical overdoses. According to the National Center on Addiction and Substance Abuse at Columbia University, teens who abuse prescription drugs are twelve to twenty times more likely to use illegal street drugs than those that don’t abuse prescription drugs.

In 2010 2.4 million Americans used prescription drugs non medically for the first time.

Not Enough

The state has agreed to pay $2.85 million to a 21-year-old woman who allegedly endured physical and sexual abuse after a child abuse investigation conducted by the state Department of Social and Health Services.

I accept that the dollar amount sounds impressive, but I challenge the DSHS assertion that this young woman’s life will ever be made whole by the financial settlement. I’ve spent years in child protection and never met a fully recovered victim. Abuse lasts forever and it takes great strength and help to make a happy life. Help is not easy to find, and very expensive. Allot of people just suffer.

As a long time guardian ad-Litem I’ve encountered too many suicides and suicide attempts that are a direct result of child rape.

I have not read the suicide note written by the seven year old foster child that hung himself in Florida, but I have read the most powerful suicide note ever written by a person raped as a child and it is printed below.

Pope Blasts Capitalism

In a new Evangelii Gadium, Pope Francis has condemned doctrinaire capitalism, “deified markets,” trickle-down economics, and the finance industry. He decried the growing gap between the rich and the poor, tax evasion by the wealthy, and characterized ruthless free-market economics as a killer that was inherently sinful.

“I am interested only in helping those who are in thrall to an individualistic, indifferent and self-centered mentality to be freed from those unworthy chains and to attain a way of living and thinking which is more humane, noble and fruitful, and which will bring dignity to their presence on this earth,” the pope wrote.

He also launched a broadside against former President Ronald Reagan’s signature economic theory, which continues to serve as conservative Republican dogma.

“Some people continue to defend trickle-down theories which assume that economic growth, encouraged by a free market, will inevitably succeed in bringing about greater justice and inclusiveness in the world,” Pope Francis wrote. “This opinion, which has never been confirmed by the facts, expresses a crude and naïve trust in the goodness of those wielding economic power and in the sacralized workings of the prevailing economic system.”

The pope lamented that people had “calmly accepted (the) dominion” of money over themselves and society, which he said was expressed in the recent financial crisis and the continuing promotion of consumer-based economies.

Progress & Next Steps in County Child Protection (thank you SafePassageForChildren)

This week the Hennepin County Oversight Committee reviewed efforts by child protection managers to implement recommendations in the Casey Report, which was critical of the program.

Progress was reported for example in rolling out a 24/7 child protection response, and adding screening and investigation staff.

In another part of this hearing, Casey staff presented a draft child protection ‘Practice Model’. While it identified child safety as the paramount responsibility of the program, much of the language – as Commissioner Mike Opat and others pointed out – echoed the old Family Assessment philosophy, which is weighted towards the needs and preferences of parents.

The final version of this practice model should reflect more clearly the priority that recent changes in state law and recommended practices gave to child safety and well-being.

Project Unbreakable

Grace Brown created “Project Unbreakable” in October, 2011, and the tumblog appears to really be gathering momentum. The idea: “Use photography to help heal those who were sexually abused by asking them to write a quote from their attacker on a poster and photographing them holding the poster.”

So many stories from so many different people. Men, too, not only women. I was so moved by this post, which includes both a photograph and an audio narrative by an elderly woman who was sexually abused as a 12-year-old girl during World War II in Germany. Do listen to her story.
