Nationally over 7 million U.S. children come to the attention of Child Protective Services each year according to a Children’s Bureau 2015 report.

37% of American children are reported to Child Protective Services by their 18th birthday (African American children are reported at 54%)
1 in 4 girls and 1 in 6 boys will be sexually abused before they turn 18 years old.13 3

Indiana Lawyer – January 01, 2014
A sharply divided Indiana Supreme Court decision that a family may sue the state’s child protection agency for negligence is sure to resonate within the Department of Child Services, attorneys familiar with the case said. “The whole purpose of this appeal was to try to hold the Department of Child Services accountable for its failure to abide by statutory requirements,” said Adam Sedia of Rubino Ruman Crosmer & Polen LLC of Dyer, who successfully argued the case decided in a 3-2 opinion Nov. 26.

While the child abuse/child neglect crisis is one of major national concern, it also is of particular significance in the top 12 states that are above the national average for child abuse/neglect deaths (2.33 per 100,000 children): Florida 4.62; Nebraska 3.80; New Mexico 3.78; Tennessee 3.72; Oklahoma 3.42; Texas 3.32; Arkansas 2.99; Missouri 2.95; Louisiana and Ohio (both at 2.71); Georgia 2.67; and Colorado 2.65.

Child Abuse by Judge In Michigan (9 year old jailed for failing to speak with violent wife beating father)

It hurts me to experience the depth of sadness and unfairness visited upon at risk children.

Pennsylvania sent 2 state judges to prison (for 40 years) for incarcerating innocent juveniles into privatized prisons for money (many millions of dollars in kick backs). Michigan sending children of hating & fighting parents to jail for not speaking with the most hated parent is just awful – there has to be a better way.

It’s awful enough to be forced into taking parental sides in a viscious divorce and custody battle – it is almost criminal to jail children (since June 24) for not allowing themselves to be forcibly reunited with a parent they hate.

In a Michigan court custody case last week, after harshly treating the mother Maya Tsimhoni and 2 older children, Liam Tsimhoni & Rowi Tsimhoni, Judge Lisa Gorcyca, of Oakland County Michigan, grilled and then berated 9 year old Natalie in the courtroom, sent her and her juvenile siblings to juvenile jail and forbid her from having contact with her mother.

Has our judicial system become so heartless that 6 and 9 year old children are forced to jail and suicide because of a toxic divorce case (in court since 2009)?

All adults are the protectors of all children.

The ACE Study – probably the most important public health study you never heard of – emerged from an obesity clinic on a quiet street in San Diego.

It was 1985, and Dr. Vincent Felitti was mystified. The physician, chief of Kaiser Permanente’s revolutionary Department of Preventive Medicine in San Diego, CA, couldn’t figure out why, each year for the last five years, more than half of the people in his obesity clinic dropped out. Although people who wanted to shed as little as 30 pounds could participate, the clinic was designed for people who were 100 to 600 pounds overweight.

Of the children I’ve worked with as a guardian ad-Litem, a high percentage of them have been sexually abused. I have seen the horror of child sex abuse and how 10 or 25 years later, a troubled being still fighting the darkness every day.

Child sex abuse may be the most under-reported crime in America. It could also be the most under-treated horror in America. As a guardian ad-Litem, my first visit to a hospital suicide ward to visit a four year old girl that had been horribly abused was never made public, or when I worked with the seven year old that had been prostituted, or any of the family members that practiced child sex abuse.

Child Abuse – Society Is Paying For This (Hank Marotske today’s Star Tribune)

Truer words were never spoken.

I am encouraged by Abby Simmons Star Trib reporting today on the MN Child Abuse Task Force 11 point plan to make child protection a priority in Minnesota. That a bipartisan group of lawmakers are able to agree that keeping children out of harms way is the least we can do for them gives hope to the possibility of crisis nurseries, day care, and mental health services*.

If adopted, counties can no longer screen out 90% of child abuse reports, reported cases will be shared with police, assessments will be used only when safety of the child is not an issue, and the use of prior child abuse reports will become part of the investigation instead of off limits. Well done MN Task Force On Child Abuse.

The task force needs to stay on the job for another year to keep these critical issues in front of the public (right where it needs to be). Children removed from toxic homes can be helped to deal with the traumas of abuse and neglect and go on to do well in school and life. As CASA volunteer guardian ad-Litem dealing with many children over many years I’ve come to know the high cost of abused children falling through the cracks going on to lead dysfunctional lives and their own families of dysfunctional children.

Healing from trauma and abuse, parenting and coping skills do not come from the stork. We can save children as well as our society with sound child protection in Minnesota (and show the nation how it ought to be done**.

Keeping children out of harm’s way is the least we can do for them. Let’s show the nation that Minnesota values children.

*It was pointed out to me recently by Steve Lepinske at the Washburn Center for Children that while there are 3 children’s hospitals in the metro, there are no children’s mental health hospitals. The treatment of traumatized children is a public health/mental health issue.

MN has recently forcibly closed foster group homes in St Cloud and Buhl and housed state ward children in hospital rooms because there was no place else to put them.

Child Abuse – Minnesota’s Public Health Issue

Today’s edition presented multiple articles (linked below) on at risk children and mental health.

It has taken some years to get here but it is apparent to this volunteer CASA guardian ad Litem that my state is waking up to the public health crisis of child protection and children’s mental health.
