Child Sexual Abuse, Alcohol, & Help

Sexual abuse is likely the most horrific crime a young child can endure.

Almost 10% of children today are exposed to sexual abuse; from rape, incest, pornography, touching, fondling or sodomy.

According to the Childhelp organization, the most common ages that child sexual abuse acts are committed are ages 7 to 13.

Within child protection systems, these percentages are much higher and the children’s ages are lower when the abuse begins.

As a CASA guardian ad-Litem in Hennepin County, about half of the fifty children in my caseload were sexually abused. After almost 20 years as a County volunteer in child protection, I think it is the most under-reported crime in our nation.

Six million children are reported to child protection agencies in the U.S. each year. About 10% of them receive services. The other 90% are left to fend for themselves.

Child Summit

Managing child protection cases, she said, “means one judge, one family. It means you don’t [delay] these cases because someone is sick. You don’t make a kid wait in foster care three months while we tend to adult problems. It means that when parents leave the courthouse, they have a written notice of the next court hearing and a written case plan so they’re not wondering what the judges meant.”

Children Feeling Betrayed (thank you Safe Passage for Children & PBS)

Children who are badly abused sometimes seek help from teachers, extended family, or social workers. When they get none they feel profoundly betrayed by adults. This can have lifelong consequences for the children and society, as this PBS story illustrates.

Today’s dominant political view is that children are nearly always better off with their families. This creates systemic pressures to leave children where they are even when abuse is extreme.

Decisions should be based on each child’s best interests. Children shouldn’t be vehicles for the politics of ideology, culture or race. They don’t care about these things. They just want the pain to end.

Children don’t participate in policy-making. Their interests can only be factored into child protection practices by adults who comprehend their anguish and speak out for them.

Children Living Under Bridges

Because of the media’s coverage of dog food eating seniors living under bridges, Bud and Margaret were able to live a clean, modest lifestyle and not die in the pain and disgrace of poverty, living in tents or under bridges.

Today, America has children living under bridges (lots of them).

The number of homeless students attending Duluth public schools jumped 21% this year (a statewide trend and worse in many parts of the nation).

Among the *industrialized nations, (the 24 nations with long established infrastructures and democracies) the U.S. ranks number 1 in child poverty with 23% of our children living in poverty.

Homeless children are 3 times more likely to be sexually assaulted than those living at home. Homeless children find it much harder to succeed in school or in life and their delinquency & crimes rates are far higher than the general population.

There is not a religion on the planet that abandons children & those people claiming there is do not have real religion (point that out to them).

Dear Judge John

There have been over one hundred social workers, foster parents, and other adults in my life since I left my dad. None of them have stayed for more than a few years. My feelings of abandonment have been reinforced over one hundred times. I have lived with twenty-seven foster families and group homes. My explosive personality and lack of trust make it hard for me to stay in one place too long.

Death of 6 Year Old Justis Burland Arnett

Justin’s mother abandoned him years ago to the custody of her own mother. Grandmother could not manage the boy & gave custody to a couple that were grossly unfit to care for children. They killed him.

In grandmother’s defense, there is nothing easy about being 65 years old and trying to care for an out of control child traumatized child. An adopting grandmother once told me tepidly, “when that child is 18, I will be 88 – I sure hope I can make it”.

Bobbie Christine Bishop and Henry Wynhoff beat the six year old repeatedly, duct taped him to a wall & let his infections kill him (from my reading of the article). One visit from a social worker would have discovered the boys awful circumstances and impending death.

Deliberate Burns Make Up 10 % of All Childhood Burn Cases

This government study shows the frequency of children, most under two, almost all under ten, that are deliberately burned by their caregivers. It is striking in that it gives clear definition & how to interpret a child’s burns. This is perhaps a more technical/professional piece than is usually found here, but I think it is important.

Eliminating Child Protection Services In Arizona (will its replacement save the children?)

Governor Brewer has eliminated the states Child Protective Services Department and replaced it with a new division. Is this the silver bullet that will provide some safety to the thousands of AZ children living in horrid circumstances that have been ignored for years now? (6000 cases ignored) (10,000 cases beyond the 60 day investigation limit)

Currently, 1000 caseworkers already have caseloads that are 77 percent above the standard. It does not appear that the general public is mostly unconcerned, and not many legislators seem to be pulling for more child friendly programs. For years now Arizona has largely ignored child protection. It will surprise me if this effort makes much difference.

Euthanizing Children (the right to die)

Brussels — Belgium faced fresh protests Wednesday as its parliament debated whether to extend a ground-breaking euthanasia law to terminally-ill children, making it only the second nation to allow minors the right to die.

“To see a sick child die is revolting, it is not just,” said Socialist parliamentarian Karine Lalieux as MP crossed swords on the ethically tough question that will be put to the vote on Thursday.

“But euthanasia doesn’t consist in killing a person but in freeing them from suffering,” she said. “Every child, every family must be allowed the choice to deliver a child from pain.”
