American states are struggling to find answers for saving at risk children and reversing the explosive growth of child abuse and neglect in our communities.

More than two decades ago, Dominic Ongwen was a boy on his way to school in northern Uganda when he was abducted by the brutal rebel group known as the Lord’s Resistance Army and turned into a child soldier. On Tuesday, he took a seat before the International Criminal Court (ICC) in The Hague for the first day of a trial in which he is charged with 70 war crimes and crimes against humanity, including murder, rape, torture and sexual slavery, mostly committed in attacks on camps for internally displaced people.

This is not as rare as one would hope. In Idaho, 144 children have died in the Followers of Christ Church due to lack of medical care. Religious shield laws are everywhere (does your state have them?

Idaho makes it legal to deny children medical care (including to death). In Oregon 15-month-old Ava Worthington. 16-year-old Neil Beagley. 8-month-old Alayna May Wyland. 9-hour-old David Hickman died that way. Indiana’s At Risk Children & Governor Mitch Daniels;

Mitch Daniels needs to be identified for his personal policies ruining young lives; these policies are at the same time costing the state more money than useful and promising policies would.
By eliminating funds guaranteed to families adopting special needs children, he put the state in the precarious position of defending lawsuits and made the adopting of special needs children a giant problem in the years to come (who will adopt Indiana’s special needs children next year?)
