This year Minnesota children were safer and received more services due in large part to the loyal donors and passionate volunteers of Safe Passage for Children of Minnesota.

13,600 more children annually are getting help from county child protection agencies due to changes our passionate volunteers helped make in state law.  

More Resources

Counties and the state increased their budgets for child protection and foster care by over $200 million since 2015.  In addition, counties added nearly 500 caseworkers – a 60% increase.

This important survey of Minnesota’s candidates for Governor shed’s light on what’s in store for children after the election.

Notice that only one of these candidates did not respond to the Safe Passage Survey. This same candidate (and Governor) years ago told KARA board member David Strand and State Legislator Andy Dawkins that “Children that are the victims of failed personal responsibility are not my problem, nor are they the problem of the State of Minnesota”.

This morning’s ebrief from Safe Passage for Children of MN is spot on. Their legislative efforts to stop the practice of advance notice of child protection visits to perpetrators is crucial in ending child abuse. Putting perpetrators in the room with a child during the interview is traumatizing for the child and has a profound impact on what the child will say. Giving perpetrators prior notice of investigations allows them time to threaten and cohearse a child. As a long time CASA guardian ad Litem, this is all too familiar.

Most children are not aware of how wrong their abuse is – what happens at home is by definition normal. My youngest sexual abuse case was 2 years old.

Safe Passage for Children really nails it in this short paragraph (below) about how legislators just don’t know what child friendly programs do or how they work. It’s also true that it’s been proven by very conservative people that investing in children is the most effective investment of tax dollars a society can make.

It hurts me that we routinely deny other people’s children daycare, mental health services, food, insurance, early & high quality education and the things children in most other developed nations get lots of. There appears to be little concern about the long term effects or the cost to our community (tax base, jails, school quality, public health and public safety) of allowing at risk youth to pass through childhood without the basic well-being attributes required to cope with life and lead a normal existence. All Adults Are The Protectors of All Children.

The Child Neglect Dilemma (from Safe Passage For Children)

Contrary to a common assumption, neglect is not less damaging than abuse. Research shows neglect victims have lifelong problems because they miss developmental milestones around language, self-control, and bonding with others.

A constant dilemma in neglect cases is whether to traumatize children by removing them from their families, or leave them in situations where their brains aren’t developing normally.

Quality Early Childhood Education (ECE) programs can make it possible to leave children at home while helping their parents improve parenting skills.

This study documents that neglect victims who got ECE moved quickly from having a language deficit to the normal range. Language development is critical to academic success and positive interpersonal relationships.
ECE can help many children avoid foster care and still obtain the baseline skills they need to thrive.

Remembering Mark Proctor

Mark Proctor passed away this past week and Minnesota lost one of its most committed and effective advocates for children in the child protection and foster care system. I know of no one more dedicated to making life better for abused and neglected children. Mark brought depth, wit and a deep working knowledge of the child protection system to our CASAMN board meetings. He was a truly positive force and a joy to work with.

Mark supported guardians ad litem as a former director of the Court Appointed Special Advocates, or CASA program in South Dakota, and as a member of the CASA Board of Directors here. He got the first legislation ever proposed by Safe Passage for Children of Minnesota introduced in the state Legislature in 2010.

He was always present when any advocacy for children needed to be done.

Mark will be greatly missed not only by his colleagues but by the children of Minnesota, many of whom did not know him but still benefited from his work.

Mark Proctor passed away in Mendota, MN September 6, 2016.

An “Irish Wake” Celebration of Life will occur at 1:00 PM on Saturday, September 17, 2016 at the Mendota VFW in Mendota, MN. Buffet lunch will be beforehand from 10:45 AM-12:30 PM; please let me know if you plan to attend the lunch and how many people to prepare for by emailing drkaylazp@yahoo.com.

Interviewing Abused Children in Front of Their Alleged Perpetrators Is Wrong (thank you Rich Gehrman & Safe Passage for Children)

Rich Gehrman told the Hennepin County Child Protection Oversight Committee that most of its time has been talking about change but not making changes happen. He also understands the impossible situation an abused child is in when asked questions about acts committed upon them by the person in the chair next to them. For anyone not as strong as the person who committed the act, it is almost impossible to tell the truth or even any part of the truth.

The good news from this Committee today is that finally, after all these years, abused children will receive services on weekends. God knows, abuse never takes a break on weekends.

This article by Safe Passage for Children explains how 5 of the the 18 MN children killed by their caregivers in the last 18 months were known to local law enforcement but apparently not to child protection services (and what needs to change to fix that).

In my own experience, a seven year old girl was prostituted for years during which the police had been to the house 49 times and only removed the child on the last call because the little girl tried to kill her sister in the presence of the police.
