Tolerating Child Death in Minnesota (thank you Safe Passage for Children of MN)

This short powerful article from Safe Passage for Children of MN identifies the how and why two girls could be beaten with bats, starved, raped and chained over 12-15 years in the same house and over 50 police calls to the home never resulted in an investigation. The neighbors knew, the police knew, the county knew – but nothing was done.

It’s how Eric Dean the 4 year old was tortured to death while 14 reports of abuse by mandated reporters were ignored. The single visit to the home by child protection workers did not interview the child. If they had, they would have seen the bite marks on his face and head, broken arm and other scars.

We need state wide guidelines to maltreatment reports, statewide coordination of child protection activities and standards for child protection with a focus on keeping children safe.

Faith Healing Child Death (more common than you think)

Two members of an Oregon Sect that believes in faith healing were charged with murder in the death of their premature infant daughter. What would Jesus do? this is not a difficult spiritual question.

8 month old Brandon Schaible died of treatable pneumonia as did two year old Ella Foster because their parents didn’t believe in medicine, Two of Herbert and Catherine Schaible’s children died years apart from each other for the same reason.

Children in Idaho have been dying by the dozens for years at the hands of their parents. By 2014 144 children lay in the Peaceful Valley Cemetery because their parents denied them available medical care – it is likely that the number is above 200 today.

This U.S.is the only nation on the planet to not sign the International Rights of the Child Treaty, most likely because the treaty bans training children as soldiers which our Southern States do regularly (military schools).

Share this widely and consider supporting a child friendly legislator or service providing organization with your time or dollars. Be a voice for abused and neglected children (they can’t call their state representative to ask for help – they need us to do it for them).

Child Death and County Transparency (not) From Safe Passage For Children MN

This year local media have covered five child murders and one near-fatality at various stages of resolution. Links to the stories are here.

In only one case is there public information about whether county child protection was involved.

State law requires each county to review its child abuse related fatalities and near-fatalities, and to submit their findings to the Department of Human Services (DHS) in a report that is publicly available. Counties have either ignored our requests for these reports or sent cautiously worded summaries in their place.

More accountability and transparency are needed.

DHS is currently deciding whether to immediately release these reports to the public when they receive them from counties. We encourage them to do so. If not we will propose legislation to make this a requirement.

More than two decades ago, Dominic Ongwen was a boy on his way to school in northern Uganda when he was abducted by the brutal rebel group known as the Lord’s Resistance Army and turned into a child soldier. On Tuesday, he took a seat before the International Criminal Court (ICC) in The Hague for the first day of a trial in which he is charged with 70 war crimes and crimes against humanity, including murder, rape, torture and sexual slavery, mostly committed in attacks on camps for internally displaced people.

One of the biggest sessions at the American Public Human Services Association’s Information Systems Management Conference this year was California’s showcase of its move to agile development and modular procurement approaches to its new Child Welfare System. The feds are getting impatient with states’ efforts at connecting systems and providing a more holistic view of a person and/or a family – and the federal government is backing up its guidance with technology funding parameters. Although the federal wave seems to be confined to one department at the moment (in terms of strongly worded advice), there are plenty of signals that suggest more is to come.

IN: Child re-sentenced for murder: A sign of juvenile justice reform?

Paul Gingerich was 12 years old when he helped fatally shoot a friend’s stepfather in a small Indiana town about 45 miles northwest of Fort Wayne. The boys had planned to flee to Arizona or California after the ambush, but both were caught, convicted, and sentenced to 25 years in prison. The case sparked outrage from child welfare advocates because Mr. Gingerich, now 18, is believed to be the youngest person in Indiana history to be sentenced in an adult court.

Anyone who has filed a tax return by hand knows that filling out bureaucratic forms can be a dreary, time-consuming enterprise. For child welfare and youth homeless social service providers, it can be a hindrance to the very outcomes those forms are trying to achieve: providing quality care for the state’s most vulnerable kids. Partners for our Children, a group out of University of Washington’s School of Social Work, is trying to solve that problem.

Previous blogs have discussed ways to lessen the need for temporary homes by preventing unnecessary removals and by hastening the time to a permanent home through reunification or adoption. In addition, foster parents should be more adequately compensated.

Despite child labour being illegal, the Burkina Faso government overlooks the use of children in mining and extracting gold. It’s willingness to overlook the use of child labour is based on its dependency on gold exports for revenues. Children are sometimes pulled from school to work alongside with their parents to earn money for the family.

To Maintain Supply of Sex Slaves, ISIS Pushes Birth Control.
New York Times.
Girls from religious and ethnic minority groups are captured, bought and sold by Islamic State (IS) members. The girls are repeatedly raped and given birth control to ensure the girls are not pregnant while the girls are bought, sold, or passed around. The girls are given oral or injectable contraception, sometimes they are given both. To ensure the girl is not pregnant, they are taken to the hospital to test for HCG hormone, which is indicative of pregnancy if it is present. If she is not pregnant, the captors continue to rape the girl or sell her to other captors for similar purposes.
