American states are struggling to find answers for saving at risk children and reversing the explosive growth of the traumatic impact of child abuse and neglect. A Brief History of Four Year Olds and Prozac
Medicating very young children with psychotropic drugs is accepted protocol in foster homes and child protective services throughout America.
States vary, but 33% of state ward children appears to be the lowest percentage of children being medicated. Florida is at 50% Texas has had 67’% of its state ward children between the ages of 13 & 17 medicated).

America’s long running fight against sex education has brought our nation the low honors of having the highest STD rate in the world and the highest teen pregnancy rates in the world. We have lots of 13 year old moms with violent boyfriends, drug habits and no parenting skills in our nation (it’s really hard on the children).
North Carolina doesn’t screen teachers = 3 years of abuse for a child & a 30 year prison sentence for the offender.
America’s sex industry thrives of foster children and many states still blame the 13 year old sex slave for a crime.
Our infant mortality rate has been off the scale below other industrialized nations for many years and violence against children fills our newspapers and media airwaves. Add to that the under-reporting of child abuse – the three million reports represent 12 million abused children every year not the six million calculated by including the 150 million families with 0 to 2 children.
U.S. children and teens are 17 times more likely to die from a gun than their peers in 28 other industrialized nations and 32 times more likely to die from a gun homicide
American newborns are also dying because they are sent home with drug addicted mothers. 20,000 two year olds were proscribed psychotropic medications in 2014. Both Johnson and Johnson and Glaxo Welcome paid billions in fines for illegally selling these drugs to pediatricians for use on children (and there are thousands of cases pending. 1/3 of America’s foster children are medicated by Prozac and other powerful antipsychotic drugs.
We also expel more children from daycare and early childhood programs (for violence and behavior problems) than any other nation.
Child protective services are under appreciated, under trained, and under resourced in almost every state with little understanding by state legislators about the core issues. These problems will not improve until we have begun a more open and honest conversation about them.
Euphemizing and obfuscating keeps people from getting too upset (or involved).
I challenge you to read just halfway down on last month’s sad stories page and share it with at least one other person.
After all, things could change if somebody starts talking about these critical children’s issues(why not you?)

Act 75 of 2015 and House Bill 1603 came about a result of the 2014 federal Preventing Sex Trafficking and Strengthening Families Act, which mandated that every state had until Jan. 1, 2016 to pass laws that would help foster youth.

Children & Youth Services makes life-saving changes in wake of 9-year-old’s death

It’s been just over a year since the horrific death of nine-year-old Jarrod Tutko Jr., who died after a lifetime of neglect. His death revealed dysfunction and disarray within Dauphin County Children and Youth Services. Caseworkers visited the home, and there were repeated calls for help- including from a hospital and a school, on behalf of his siblings. But in the end, the calls were missed, and Jarrod was found dead weighing 16 pounds. The state placed CYS on a provisional license after it was revealed that caseworkers were overworked and “didn’t know how to do their jobs,” sometimes crying at their desks.

Babies, 2 year old’s & Antipsychotic Medicines
New York Times article has identified that over 100,000 prescriptions for antipsychotic medicines were written in 2014 – children 2 and younger (many still in cribs). A shortage of child psychiatrists is partially blamed.
These drugs are powerful mind altering chemicals just one generation removed from Thorazine. To use them like candy for babies and 3 year old children is dangerous.
This Mercury News video series on foster care children provides a stunning insight into the growing use of unproven and dangerous medicines given to state ward children.
MN DHS in June of 2014 ended physchiatric consultations for high-dose ADHD and SGA drugs for children over 3 years old.
Big pharma has been fined billions of dollars for criminally promoting these drugs for use by children. Johnson & Johnson paid 3 billion for the “illicit promotion of Rispererdal” and is still defending thousands of cases in court today. This is just one example of the depth and scope of big pharma’s continued willingness to make money at the expense of vulnerable children. This CASA guardian ad-Litem has too many stories of very young state ward children forced to take these drugs and the side effects they cause. 92% of foster children using psychotropic medicines get them for unaccepted reasons)
No one questioned whether foster child Kendrea Johnson was on psychotropics when she hung herself and left a note. Her social worker did not know that she was suicidal and seeing a therapist at the time.
There was no question why 7 year old foster child Gabriel Myers hung himself – his suicide note clearly articulated that he killed himself because he hated being forced to take Prozac.

Fines and Judgements For Child Protection Failures (millions of $ badly spent)
Over the past few years the states of Washington (144 million dollars) and Indiana have been sued successfully for many millions of dollars for failing to protect abused and neglected children.
In Arizona, the over 6600 child abuse reports ignored by social workers prompted a class action lawsuit, Texas and New York have similar lawsuits in play, MN has been fined almost a million dollars for failing to meet federal standards for abused children re-entering child protection (MN has twice the national average) the child protection system was called a “Colossal Failure” by the Governor in the slow tortured death of 4 year-old Eric Dean and a dozen other states are facing embarrassing examples of cruelty to children and juveniles because of bad public policies.
Children in these states have been tortured, starved, murdered and raped while being cared for in overburdened Child Protection systems. The consequences of child abuse are immense and lasting for children and the fact that a community would fail to help their tortured children is barbaric.
These lawsuits are remarkable in that suing a governmental body is almost impossible because Federal, State and Local agencies are almost immune to being sued.
When lawsuits do succeed, you know that the case was overwhelming and represented just the tip of a very big iceberg of the kinds of violence being done to children in our under-appreciated and poorly understood child protection systems.
I say “Poorly understood” as it is my belief that no community, especially my community, would ignore the cries of raped, tortured and murdered children.
I refuse to believe that any community in America willfully continues to avoid fixing the institutional failures that are so painful for the children affected and the people involved in the system.
Politicians especially should understand and address the lifetimes costs in dollars and quality of life that millions of dysfunctional citizens are having on our schools, public safety and prisons.

Why Are So Many Six Year Olds On Prozac?
Hennepin County Judge Heidi Schellhas shared her records of very young children taking psychotropic medications that had passed through her courtroom with me in 2005 (for my book, Invisible Children.
It was astounding to see how many six and seven year old children in Hennepin County’s Child Protection system take Prozac and other psychotropic medications. Since the book, I have followed reporting about the medicating of the very young from states and counties around the nation.
Most states that have reported on this topic run between 1/4 and 1/3 of their child protection children on psychotropics and teens in foster homes appear to use these drugs at a higher level. It appears that the use of psychotropic medications by non-foster children occur at less than 20% of the rate as the use of these drugs by foster kids.
Most states don’t track the data and those that do don’t make it easy to find.
In Whose Best Interest (MN courts returned this child to an abusive father 6 times)
The number of Minnesota foster children removed from their homes after being reunited with their parents, known as the “re-entry rate,” has increased in recent years and is now nearly three times the federal standard. Thomas Stone is trying to find stability after more than a decade of turmoil in Minnesota’s child foster care system. He was returned to his abusive father a half-dozen times.
Important News From Safe Passage For Children
What if everyone agreed to get behind some of the same best practices for children? It would improve chances of state funding, be easier to track outcomes, and create economies of scale.
This may be possible. Safe Passage research indicates common interest in some of the same programs across child welfare, early childhood development, and children’s mental health. These approaches have a solid track record and strong research base, including Triple P (Positive Parenting Program), Parent Child Interaction Therapy, and Cognitive Behavioral Therapy.

A Response To Harsh & Unfair Comments Made By Unhappy Readers
Just to be clear, I am gender neutral and beyond that, blaming any sex, any religion, nationality or economic class solves nothing (it’s just a different flavor of hate speech). To accuse me of this based on one recent article (out of 400) is really unfair. Read fifty or sixty of these articles and see if you get a different perspective.
I believe that as bad as things are in child protection services (for everybody involved ), the men and women doing the work are decent fair minded people (even to have chosen this un-glorious, low paying profession) overworked, under-trained, and under – resourced. The hours are long & the results are painful. It ain’t the worker bees wrecking the children.
Following Up On The 7 Year Old Foster Boy That Hung Himself & Left An Anti-Prozac Note
The recent 3 Billion Dollar fine of GlaxoSmithKline for hiding information, bribing doctors, & promoting unapproved (and dangerous) drugs to children, included criminal as well as civil settlements is a snapshot of what’s wrong with mental health services for abused & neglected children. Just a few months ago Abbott Laboratories paid 1.6 billion dollars for off label marketing its antipsychotic drug Risperdal. Glaxo was sued in 2004 by New York State over Paxil’s criminal marketing of psychotropics.
