If You Don’t Do This, Who Will? (children can’t stop child abuse)

Tuesday was Day At the Hill for advocates supporting policies to improve the lives of Minnesota’s abused and neglected children.

Thank you Safe Passage for Children for organizing an effective effort to bring awareness to the people (lawmakers) that can make positive change for at risk children happen.

Without your efforts and the efforts of your volunteers, It is unlikely that lawmakers will come to understand that;

Many of the Governor’s Task Force recommendations may not be implemented or those recommendations will later be abandoned without continued oversite,

Tracking program outcomes is the only way we can know the difference between ineffective and effective and terrific programs,

The level of trauma foster children live with has created a terrible problem in our foster care system as there are fewer and fewer families able to manage the behavioral problems exhibited by this growing population of abused children,

The recent media coverage and added attention to child protection has increased reporting and is overwhelming already overburdened County systems leading to unmanageable caseloads and higher burnout rates among social workers,

A waiting list of 7000 names for subsidized daycare leaves vulnerable children in the care of drunk and drugged uncles,

It is a rewarding experience to advocate for children, I recommend it (at least once a year – it’s only for a few hours – and it can make a real difference in the policies that govern the lives of the most vulnerable among us.

Dirty Little Secrets

Will Minnesota Sheriff’s sue Counties over failure (Star Tribune Today) to provide services to mentally unhealthy inmates? Is the Hennepin County Commissioner “failing in her public duty and violating a judge’s order”?

Senator Al Franken & and Sheriff Rich Stanek call the failure of leaving mentally unhealthy inmates to rot in jail cells “our dirty little secret”. I applaud Franken and Stanek for their candor.

State law requires that inmates in need of mental health services get those services within 48 hours, but there are not enough beds to make this happen (Hennepin County Medical Center alone sees 800-1000 emergency psych visits each month).

Do six year old state wards (foster children) not deserve the same legal protections as adults in this state?

If so, can social workers and foster parents sue the County for failure to provide mental health services to state ward children that don’t receive the mental health services they need?
When six year old Kendrea Johnson hung herself with her jump rope and left her suicide note, was she receiving the mental health services she needed? Her social worker was not aware that the child was seeing a therapist (she was).

A central theme in the April 20 article “7 of 10 abuse calls not checked” was that Minnesota counties appear to “screen out” more reported cases of child abuse than other states, and that the percentage of cases that are closed without investigation varies between Minnesota counties. But it’s important to look beyond the data points to the data collection to understand these differences.

Increases in the statewide “screen out” rate from 2000-2010 may reflect changes in data recording practices rather than changes in agencies’ screening decisions. In 1999 a new data reporting system was implemented. As counties became more adept at using the new system the amount of data reporting increased. However, the actual number of reports “screened out” did not.

Despite the resulting higher “screen out” rate, Minnesota did the same number of assessments per year from 1996-2010, with a low of 16,384 in 2001 and a high of 19,846 in 2006, even though our child population is decreasing. While serving the same number of families, counties now document information received in a more consistent manner.

We believe it’s misleading to compare Minnesota screening practices to other states because of the variation in state laws, data collection systems and data retention practices.
